Terms of Reference for

Head of Dialogue Support Program (f/m)

 

Overview of the position

  • Working Hours: Full-time (minimum 40hr per week)
  • Starting date: August 15, 2023
  • Duration: 34 months (annual contract, renewable based on performance assessment)

  • Location: Addis Ababa, Ethiopia

 

This Terms of Reference (TOR) is issued to employ the Head of Dialogue Support Program at CDRC with proven ability to successfully coordinate and manage a strategic dialogue support on projects of multiple and interconnected tracks co-implemented by the Centre for Dialogue, Research, and Cooperation (CDRC) and the Berghof Foundation (BF).

 

Main Tasks and Responsibilities

Under the general direction of the Executive Director of CDRC and in close coordination and cooperation with the Senior Program Coordinator in Ethiopia and the project staff of CDRC and BF, the Head of Dialogue Support Program tasks may include but are not limited to:

1.       Oversee and direct the overall project management, coordination and administrative supports provided by CDRC to all projects co-implemented by BF and CDRC;

2.       Co-manage project planning, implementation and reporting of the different components of the projects in accordance with the partnership agreement and related service contracts;

3.       Collaborate in designing and implementing technical supports engaging in dialogue, mediation, facilitation, networking and coalition-building formats and activities;

4.       Supervise and coordinate the implementation of project activities in relation to administrative, financial and logistical issues with the relevant units and project teams of BF and CDRC;

5.       Direct and supervise project staffs assigned/hired by CDRC including short term consultants engaged through service contracts; and maintain close communication and coordination with all project teams of BF and CDRC,

6.       Liaise and maintain good working relationship with relevant partners in Ethiopia including key stakeholders, and national and international organisations;

7.       Ensure that financial and administrative and logistical policies are strictly followed and oversee staff managing work flows and financial and administrative procedures;

8.       Participate in the preparation of annual projects planning and budgeting processes as well as monitoring of implementations in collaboration with the project team;

9.       Support the project team in providing analysis on contextual developments in Ethiopia which might impact overall projects implementations.

10.   In addition to the above, CDRC reserves the right to request deliverables not explicitly mentioned in the above list of tasks, but related to the scope of the present partnership framework.

 

Qualifications

Applicants shall demonstrate that they fulfil the following criteria

a.       Master’s Degree in a relevant field, such as peace and conflict studies, political science, International Relations, or other related social science fields;

b.       At least 10 years experiences in strategic management and administration of multiple projects, including experiences with a focus on dialogue support and capacity-building program;

c.       A good knowledge of donor-funded projects procedures and reporting requirements;

d.       Excellent knowledge of the Ethiopian context;

e.       Fluency in written and verbal communication skills in the English language;

f.        Strong organizational, management and communication skills;

g.       Good networking with the ability to engage with a range of stakeholders.

Evaluation and Awarding Criteria

The overall evaluation procedure of potential applicants involves the following:

·         Assessments to be made on the quality of information submitted (max points 40%)

·         Written exams related to the position (max points 30%)

·         Interviews will be held with  short listed candidates (max points 30%)
